Bong County Technical College Comptroller Accused of Procurement Violations

In Gbarnga, Bong County, serious allegations have been raised against Mr. Molley O. K. Tokpah, the Acting Comptroller of Bong County Technical College (BCTC). He is accused of taking over the duties of the Procurement Department, in violation of Liberia’s Public Procurement and Concessions Commission (PPCC) Act of 2010.
Reports suggest Mr. Tokpah has been handling vendor selection, price negotiations, and receiving goods—roles meant only for the Procurement Unit under the law. Staff say these actions lack transparency, proper records, and oversight, raising fears of misconduct and abuse of authority.
The PPCC Act requires every public institution to have a Procurement Unit and Committee to manage bidding, contracts, and procurement performance. However, insiders claim Mr. Tokpah has sidelined the Director of Procurement and created a parallel system under his office, ignoring legal procedures.
Whistleblowers say goods are being received without bidding and with no official documents. Some staff call it “a clear violation of the PPCC Act” and complain that leadership has failed to act.
Concerns are also growing about Mr. Tokpah’s qualifications. Sources allege he lacks formal financial training and even basic computer skills, casting doubt on his ability to manage finances at a higher learning institution. As a result, BCTC’s procurement operations are said to be in disarray, with decisions being made solely by him.
