On Tuesday, September 2, 2025, Edward K. Mulbah, the Deputy Internal Affairs Minister for Research and Development Planning, issued letters of appointment to local chiefs in Harper City, Maryland County, in accordance with the Local Government Act of 2018, Section 2.15.

During the ceremony, Deputy Minister Mulbah urged the newly appointed chiefs to work diligently, emphasizing that Liberia, despite its historical significance, lags behind in development. He acknowledged the essential and tireless role that traditional chiefs play in supporting national peacebuilding efforts.

Mulbah called on the chiefs to serve with integrity and dedication in order to overcome the negative perception of past government officials who were seen as corrupt and self-serving. He strongly encouraged them to align their efforts with the government’s ‘ARREST’ Agenda, which aims to foster the country’s development.

The Deputy Minister challenged the traditional leaders to invest their time and efforts, stressing that Liberia’s growth hinges on the quality of service they provide. He remarked on Liberia’s status as the oldest nation on the African continent, yet it struggles in terms of development.

Moreover, Mulbah expressed his confidence in the qualifications of the appointees based on their superintendent’s commendations. He encouraged them to fully seize this opportunity and emphasized that Liberia’s progress depends significantly on their performance. He noted that it has been over 39 years since chiefs and elders have had a real chance to work effectively. Some of them have held their positions for nearly nine years without being on the government’s payroll.
